Discuss your BUD projectBUD eligibility, funding routes and application preparation
What is the Hong Kong BUD Fund?
The BUD Fund supports business development through branding, upgrading and restructuring, and market expansion in Mainland China and other eligible markets. Start by explaining the present business, the intended market, the operational problem and the outcomes that can be checked. Incorporating a company does not create an automatic grant entitlement. An application should describe a defined development project rather than treating every ordinary business expense as a funding item.
Who should consider an initial assessment?
A Hong Kong business exploring distribution channels, brand development, cross-border e-commerce or operational improvements can start with a short business summary. Core eligibility includes Hong Kong registration, substantive business operations in Hong Kong and non-listed status, subject to the current guidelines. A certificate and registered address alone do not establish genuine operations. The team, customers and transaction evidence should give a consistent account of the business.
General applications, Easy BUD and E-commerce Easy
These routes have different purposes and conditions. General applications can cover broader development projects; Easy BUD covers specified measures; E-commerce Easy focuses on e-commerce in its eligible markets. Select a route by checking the market, proposed activities, project size and capacity to deliver. The largest headline funding limit is not a useful starting point for choosing a route.
Funding parameters reviewed for 2026
Government information published in June 2026 states a per-application ceiling of HK$800,000 for general applications and HK$150,000 for Easy BUD. E-commerce Easy has a per-application ceiling of HK$800,000 and an enterprise cumulative ceiling of HK$1 million, counted within the HK$7 million overall BUD enterprise ceiling. General applications and Easy BUD now cover 48 economies; E-commerce Easy has its own market restrictions. These are ceilings, not an amount payable to every applicant. The applicable contribution rules, accepted expenditure and assessment determine the actual award.
Connect the market plan with the proposed measures
For a project seeking distributors in one market, the website, product materials, exhibition activity and sales follow-up should support that market and customer group. A collection of unrelated purchases is harder to explain as one project. Identify the target buyer, products, existing channels, competition and intended results before deciding which measures may fit an application.
Preparing BUD application documents
Begin with the company name, business registration status, products or services, Hong Kong operations, intended market, budget and preferred start date. Once the direction is understood, prepare the relevant corporate, ownership, operating and financial records alongside transaction evidence and a project plan. Label each record by company, date and purpose. Mixing documents from different group companies without explaining their roles can obscure the application.
Evidence of substantive Hong Kong operations
Organise genuine contracts, invoices, payment summaries, premises arrangements and staffing information to explain the work actually performed by the Hong Kong business. Do not manufacture transactions or backdate records for an application. Where another entity will participate in implementation, clarify ownership, control, contracts and responsibilities and check the investment-relationship evidence required for the selected route.
Project plans, quotations and deliverables
A practical working plan describes each measure through its business problem, work, deliverable, timetable, owner and cost. A website brief can specify languages, pages, functions and handover rights. A marketing brief can specify the market, channel, campaign period and reporting. Ask suppliers to separate production, media spending, maintenance and renewals. A single total price does not explain which work or expenditure is actually included.
Budgeting and business cash flow
A grant does not replace the company budget. Assess the required business contribution, advance payments, third-party charges and any expenditure that may not be accepted. Allow for assessment, additional information requests and payment processing. Advisory charges, implementation costs and professional fees should be identified separately. We do not publish a universal package price before reviewing the actual work and agreeing the scope.
Submission, information requests and delivery
Confirm the route and current guidelines, align the plan with its evidence, and use the official electronic submission channel. Respond to each information request with the relevant explanation and document version rather than repeatedly uploading an undifferentiated file bundle. Check project commencement, procurement, payments, changes and reporting obligations against the applicable rules. Do not assume that all spending made before an enquiry can be claimed retrospectively.
Project planning, consultation scope and FAQs
How PremierVisa assists with consultation preparation
We first organise the business brief, intended markets, document checklist and budget framework, and identify questions for the fund secretariat. Where professional plan drafting, implementation suppliers, accounting or audit work is needed, the provider, credentials, responsibilities and written engagement must be checked separately. Relevant professional delivery partners remain unconfirmed. An initial consultation does not confirm that a complete specialist delivery team has been appointed.
Planning website, e-commerce, SEO and AI measures
Explain how each tool supports real business development in the intended market, such as helping buyers find products, reducing repetitive work or managing cross-border enquiries. Separate website development, search optimisation, advertising and AI work into their objectives, tasks and outputs, and check the route-specific eligible measures. Policy support for a broad area does not automatically make every software subscription or advertising payment eligible. Relabelling ordinary operating costs does not establish a development project.
Clarify the engagement before committing
Confirm the actual provider, responsible person, deliverables, payment stages, termination terms, document handling and arrangements if funding is not approved. The fund implementation agency does not appoint paid consultants. PremierVisa does not represent the government or fund secretariat and does not guarantee approval or present a funding ceiling as an assured return. We do not rely on invented successful cases to market the service.
Separate formation, banking and funding decisions
Hong Kong incorporation, business banking, fund eligibility and project assessment are distinct matters. A company and an account may support business operations but do not prove compliance with all grant conditions. A cross-border business should also clarify contracting entities, payment arrangements and any local operating permissions. Make the commercial decision on its own merits before considering whether an eligible development project can receive support.
A practical first-enquiry checklist
Prepare a one-page summary naming the Hong Kong company, current operations, products or services, intended market, three to five proposed measures, approximate budget and timetable. If a plan already exists or an information request has arrived, describe the stage and deadline. Do not send bank login details, complete identity documents or unredacted customer lists in the first enquiry. Agree the purpose and secure channel before supplying sensitive records.
Hong Kong company registration
Business services consultation
Is a BUD grant automatic after incorporation?
No. The business must meet eligibility conditions and its project and expenditure must be assessed. A company certificate or bank account is not an award notice.
Can a newly incorporated company enquire?
Yes. Start with the genuine business plan and operating position. New incorporation does not establish substantive operations; evidence and the current guidelines must be reviewed.
Are the three application routes interchangeable?
No. Each route has conditions governing measures, markets and funding limits. Select the route for the actual project without mixing conditions from different routes.
Does the HK$7 million ceiling mean a single award?
No. It is an enterprise cumulative ceiling under the fund. Each application remains subject to its route, contribution rules, accepted expenditure and assessment.
Are website, SEO, AI and e-commerce costs always eligible?
No. Explain the connection with the target market and business development, then check the applicable measures, procurement and expenditure conditions.
Is approval or payment guaranteed?
No. The relevant institutions make assessment and payment decisions. An adviser cannot guarantee the award amount, approval or payment date.
Is PremierVisa an appointed government BUD agent?
No. The implementation agency does not appoint paid consultants. Our current scope is business-needs organisation, application consultation and referral preparation.
Must an applicant hire a paid consultant?
Businesses may apply themselves using the official guidance and seek clarification directly from the secretariat. Any advisory engagement should have a separately agreed scope and fee.
How are advisory and professional fees handled?
Charges require an itemised written agreement. Relevant professional partners remain unconfirmed. This page does not promise professional signing or a fixed package including every third-party cost.
What should the first enquiry contain?
Summarise the business, Hong Kong operations, target market, measures, budget and dates. Mention any existing application or information-request deadline. Supply sensitive documents only after agreeing a secure channel.
